Đến 2030, hoàn thành xây dựng ít nhất 1 triệu căn hộ nhà ở xã hội

Ngày 10/8, Văn phòng Chính phủ ban hành thông báo kết luận của Thủ tướng Phạm Minh Chính về thúc đẩy phát triển nhà ở xã hội cho công nhân, người thu nhập thấp.

Trong đó, Thủ tướng yêu cầu lập, phê duyệt “Đề án đầu tư xây dựng ít nhất 1 triệu căn hộ nhà ở xã hội cho đối tượng thu nhập thấp, công nhân khu công nghiệp (giai đoạn 2021-2030)”.

Để thực hiện mục tiêu trên, Thủ tướng Chính phủ đề nghị UBND các tỉnh thành báo cáo Bộ Xây dựng trước ngày 15/8 các nội dung: các dự án đang triển khai; các dự án đã có vị trí; có chủ trương đầu tư nhưng chưa triển khai; các vị trí, quỹ đất quy hoạch nhà ở xã hộ; lập kế hoạch triển khai (số lượng dự án, số lượng căn hộ, diện tích xây dựng, tiến độ cụ thể của từng dự án) thực hiện đầu tư các dự án nhà ở xã hội (giai đoạn từ nay đến năm 2030) đảm bảo nhu cầu của địa phương.

Trong tháng 8/2022, Bộ Xây dựng chủ trì, phối hợp các Bộ ngành: Kế hoạch và Đầu tư, Tài chính, Tài nguyên và Môi trường, Tư pháp, Ngân hàng Nhà nước Việt Nam và các cơ quan liên quan, trên cơ sở báo cáo của các địa phương xây dựng, trình Thủ tướng Chính phủ phê duyệt “Đề án đầu tư xây dựng ít nhất 1 triệu căn hộ nhà ở xã hội cho đối tượng thu nhập thấp, công nhân khu công nghiệp (giai đoạn 2021-2030)”.

Nhà nước khuyến khích các thành phần kinh tế phát triển nhà ở xã hội, nhà ở công nhân, nhà ở cho người thu nhập thấp.

Ngoài ra, Thủ tướng yêu cầu các địa phương phải có trách nhiệm công khai, giới thiệu quỹ đất đầu tư nhà ở xã hội cho các doanh nghiệp để nghiên cứu, đề xuất đầu tư. Bộ Xây dựng chủ trì, phối hợp các Bộ, ngành và địa phương triển khai Đề án sau khi được Thủ tướng Chính phủ phê duyệt.

Phát triển nhà ở xã hội, nhà ở công nhân, nhà ở cho đối tượng thu nhập thấp là một trong những nội dung quan trọng của chính sách phát triển kinh tế – xã hội.

Nhà nước khuyến khích các thành phần kinh tế phát triển nhà ở xã hội, nhà ở công nhân, nhà ở cho người thu nhập thấp theo cơ chế thị trường, đồng thời có chính sách để hỗ trợ về nhà ở cho các đối tượng người thu nhập thấp đô thị, công nhân khu công nghiệp về nhà ở nhằm góp phần ổn định chính trị, bảo đảm an sinh xã hội, “không hy sinh tiến bộ và công bằng xã hội để chạy theo tăng trưởng kinh tế đơn thuần”.

Thủ tướng cũng yêu cầu phát triển nhà ở xã hội, nhà ở công nhân, nhà ở cho người thu nhập thấp tại các địa phương gắn với phát triển thị trường bất động sản nhà ở, phù hợp với chương trình, kế hoạch phát triển nhà ở trong từng giai đoạn của địa phương và tuân thủ pháp luật về nhà ở, quy hoạch, kế hoạch do cơ quan có thẩm quyền phê duyệt, bảo đảm đồng bộ về hạ tầng kỹ thuật và hạ tầng xã hội.
