Việc quản lý các hoạt động đầu cơ, phân lô, thổi giá đất nền nếu không có biện pháp mạnh dễ dẫn đến tình trạng “đá ném ao bèo”, nhiễu loạn thị trường. Ông Nguyễn Văn Đính, Chủ tịch Hội Môi giới Bất động sản Việt Nam (VaRS), đã đưa ra nhận định trên trong cuộc trao đổi về tình trạng sốt đất cục bộ liên tục diễn ra sau Tết Nguyên đán.

Sau kỳ nghỉ Tết Nguyên đán, thị trường bất động sản nhiều nơi liên tiếp xảy ra các cơn sốt đất, từ thành thị đến cả những vùng thôn quê. Ông nhìn nhận sao về tính chất của những cơn sốt này?

Ông Nguyễn Văn Đính: Những cơn sốt đất gần đây không mạnh như những đợt trước, nhưng đặc điểm chính là không sốt ở những dự án chính thống, được phê duyệt bởi các cơ quan có thẩm quyền. Lý do là số lượng các dự án này đang khan hiếm do vướng mắc thủ tục đầu tư, khiến cho mặt bằng giá tăng cao nên trong những đợt sốt gần đây, mức giá không tăng nhiều, chỉ dao động từ 5-7% nhưng tốc độ bán vẫn chậm.

Trong khi đó, mức độ tăng nóng nằm ở loại sản phẩm không chính thống, do một số nhà đầu tư đi gom đất của dân rồi tách sổ. Phân khúc này sốt do tập trung ở các khu vực chưa phát triển, giá còn rẻ nên khi đưa ra thị trường bị đội giá lên nhiều lần.

Một loại sản phẩm khác là đất do tự san lấp vườn, ruộng chia lô mà có. Đây là phân khúc tăng nóng nhất, nhắm vào các nhà đầu tư “tay mơ” chập chững tham gia thị trường. Loại hàng hoá này có giá khởi điểm rất rẻ chỉ từ vài trăm nghìn/m2 nhưng được đội quân đầu cơ bỏ thêm chi phí san lấp truyền tay nhau tạo ra “chợ” với những chiêu trò để nâng giá lên vài triệu/m2.

Theo ông, những cơn sốt như thế này có “tuổi thọ” trong bao lâu?

Có thể khẳng định, những cơn sốt kiểu này đa số là sốt giả, mục đích lôi kéo những người nhẹ dạ cả tin, không hiểu biết quy định của pháp luật để mua bán những sản phẩm pháp luật không cho phép. Để xảy ra tình trạng này có sự buông lỏng quản lý của chính quyền địa phương, có thể ngăn cản việc tạo ra hàng hoá chưa phù hợp nhưng không làm mạnh.

Nhận thức rõ những vấn đề này, các Bộ như Bộ Tài nguyên và Môi trường, Bộ Xây dựng đã ban hành một loạt các quy định mới như Nghị 02, Nghị định 16 có hiệu lực từ tháng 3.

Tôi cho rằng, những cơn sốt đất sẽ nhanh chóng hạ nhiệt sau khi Chính phủ và các Bộ Ban ngành vào cuộc chấn chỉnh, cảnh báo cũng như công khai các thông tin về quy hoạch, kế hoạch sử dụng đất, giá đất trên địa bàn… Tuy nhiên, nếu các cơ quan thực thi không nghiêm túc thì cũng như “đá ném ao bèo”, không ai quản lý, không ai xử phạt những hiện tượng làm náo loạn thị trường thì những hiện tượng này vẫn sẽ tiếp diễn.

Tổng quan hơn, ông có đánh giá như thế nào về thị trường bất động sản sau Tết?

Hai năm qua, mặc dù chịu ảnh hưởng của dịch bệnh, nhưng thị trường bất động sản vẫn có những tín hiệu khả quan. Xu hướng này sẽ tiếp tục diễn ra trong năm 2022. Ngay từ đẩu năm, thị trường đã được tạo động lực bởi các thông tin tích cực như việc Chính phủ phê duyệt gói hỗ trợ 350.000 tỉ đồng với quyết tâm kích thích kinh tế tăng trưởng trở lại, cùng các chính sách kích thích đầu tư công, đầu tư hạ tầng, kể cả phát triển nhà ở xã hội – một phân khúc đang yếu nhiều năm nay.

Bên cạnh đó, nhiều quy định mới được ban hành nhằm chấn chỉnh, lành mạnh hoá thị trường. Cùng với đó, hoạt động tại các dự án đều có tín hiệu sôi động ngay từ đầu năm, tạo không khí phấn khởi trên toàn thị trường.

Trên thực tế, ở các khu vực đang có sự phát triển hạ tầng mạnh đều thu hút các nhà đầu tư và có những giao dịch thực sự. Do đó tôi tin rằng, trong năm 2022 chắc chắn thị trường có sự tăng trưởng tốt hơn năm vừa qua.

Quay trở lại các cơn sốt đất, ông có lời khuyên nào cho nhà đầu tư tham gia vào thị trường hiện nay?

Trước hết vẫn phải tuân thủ quy định của pháp luật, lấy sự phát triển của thị trường làm trung tâm để xem xét tham gia. Đặc biệt, các sản phẩm đầu tư phải là những sản phẩm được pháp luật cho phép giao dịch trên thị trường, tránh bị lôi kéo sa đà vào các dự án trái quy định của pháp luật. Đứng trước diễn biến thị trường giá cả tăng vọt, nhà đầu tư phải hết sức bình tĩnh để xem xét các vấn đề về tài chính, pháp lý, hạ tầng cũng như tiềm năng tăng giá trong tương lai.
